The NPL Business philosophy is quite simply to acquire land assets and then add value by developing them in a measured and sympathetic manner. The company’s approach to land usage is to adopt a holistic view, encompassing best practice across the spectrum of commercial, environmental and social issues. Working in tandem with central government, local authorities and leading joint venture partners, the NPL goal is to deliver consistently sustainable, financially viable solutions.

When NPL took over the Hillhouse Business Park in 2003, the site was experiencing a number of difficulties. A steady decline in the chemicals and manufacturing industry had reduced the site to a mere shadow of its former glory. Employment figures on the site had declined from more than 5000 in its heyday to less than 400, and this stark decline had impacted on local business and residential communities. By solving these issues and attracting new employment, NPL recognised the tangible benefits that enhance the social and economic wellbeing of the surrounding communities.

Working closely with stakeholders Victrex PLC, Ineos Vinyls and AGFP Fluoropolymers, NPL systematically implemented a new and substantial investment regime to cater for immediate and future needs. This partnership approach is now reaping substantial rewards, evident in the ongoing expansions and new plant builds on the site for Victrex and AGFP, both of whom have announced that the Hillhouse site has been designated as European headquarters.

The multi-million pound investment by NPL, administered through its specially formed subsidiary, Thornton Facilities Management, has provided new sewage systems, replacement of primary water supply infrastructure, renewal and maintenance of high voltage electricity supply infrastructure, removal of redundant pipe bridges and more than two miles of redundant pipework, greatly improving the appearance of the site. This progressive approach and ability to invest in the future is now providing employment opportunities and other substantial benefits to the site.

Employment numbers have grown from a lowly 400 in 2003 to in excess of 1300. NPL has changed the perception from a site in decline to a flourishing location with a vibrant future.

NPL is replicating this highly successful model on a number of sites across the UK.
