This 100 acre plus site was once an integral part of the ICI Hillhouse Chemical complex and on which the main manufacturing products were rubber chemicals utilising raw materials from the chlorine works across the railway. The complex was powered by the now defunct Thornton power station which remains standing as a stark reminder of the former fortunes of the site and area.

When NPL took over the site in 2001, all manufacturing on Burnhall had ceased and 80% of the plant and buildings had been demolished to slab level leaving vast expanses of derelict concrete and pipework visible behind steel fencing with the requisite ‘keep out’ notices.

NPL recognised that a comprehensive scheme was required to lift the site from what was its lowest ebb. The site had been unimaginably designated as a long term employment site, but it was clear that this use alone would not bring about the wholesale remediation and regeneration that the site and the area required.

A comprehensive consultation process followed, led by NPL, which culminated in widespread support for a quality mixed use development encompassing employment opportunities to replace jobs shed by ICI, new family residential units to supplement the established older housing settlement and recreational facilities for the local community, in other words creation of a working, living and playing environment.

The plans are now at the detailed design phase, with NPL working in partnership with Wyre Borough Council and the local community, as part of a strategic development of the wider Thornton-Fleetwood corridor and individual phases will continue to be released over the next 12 to 18 months.

Bourne Road (Phase 1) is currently underway, providing the backbone of the mixed uses i.e. the employment opportunities in the form of a state-of-the-art recycling facility promoted by Lancashire County Council. This will provide the infrastructure for Bourne Hill development (Phase 2), which will comprise of up to 150,000 sq ft of modern two storey offices set around a landscaped campus. Phase 3 is in the design stage and will deliver up to 400 new residential units and with it the removal of the redundant power station which is regarded by many as a local eyesore and detrimental to future investment in the area.

From the outset, NPL has built and maintained strong links with the local community, and it is this forum which has provided the glue which has enabled the scheme to be fully integrated into the existing and established community, to its ultimate benefit.
